Description: The Engineer Research and Development Center (ERDC) intends to make a sole-source award to ACS Publications for one physical-site license to the American Chemical Society Digital Library (ACS All Publications Package). The notice says it is not a request for competitive quotes or proposals and that no solicitation will be issued, but responsible sources may submit capability statements, proposals, or quotations for consideration as to whether the requirement should be competed.
