The Department of the Interior’s Interior Business Center (Acquisition Services Directorate) posted a Special Notice advising vendors that listed contracts have expired performance periods, are fully invoiced, and have zero remaining balance and will be closed unilaterally. Vendors identified in the attached contract list are given advance notice and may contact the POC to request a bilateral closeout or to provide a reason not to proceed. Unilateral closeouts will begin ten business days after posting; the notice is open and the response/close date is Feb 9, 2026.

The Environmental Protection Agency issued a Special Notice (RFO-FAR 37.202-1) effective January 28, 2026 that establishes mandatory identification and communication protocols to avoid personal services contracts and ensure contractor personnel do not appear to be Government employees. The notice requires contractor personnel to clearly identify their contractor status (including in signature blocks and communications) and to avoid language or titles that imply Government employment. This is a regulatory compliance notice (Contract Opportunity - Special Notice) with immediate effect and applies to existing and prospective EPA contractor personnel.

The notice consolidates prior guidance and clarifies that legacy K-ratings do not automatically transfer and that manufacturers must demonstrate a P1 penetration not greater than one meter for the M level (medium-duty truck) classification. Manufacturers must submit required documentation to DS/PSD/RD and may direct inquiries to DSPSPRD@STATE.GOV.
