Responsiveness review will check the offered vehicle identification, compliance with every Section 3 item, completed Yes/No checklist, disclosed deviations, and required price and delivery information. Equivalency and deviations will be reviewed against the required configuration. A statement of equivalency alone does not establish compliance. Undisclosed substitutions do not constitute compliance. Responsibility review will consider authorized supply arrangements, ability to furnish the complete configuration, delivery commitments, and ability to correct missing or incorrect options. Price comparison will use the total delivered purchase price for a responsive configuration. 8. Bidder Certification The undersigned certifies that the bid identifies the exact vehicle offered, accurately describes compliance with the required configuration, and explicitly identifies all deviations.
