16-26 Specifications for Aerial Damage Assessment during Emergency Situations
The Utility Board of the City of Key West, operator of Keys Energy Services (KEYS), is seeking qualified helicopter contractors to assess damage to its electric system after hurricanes, tropical storms, severe weather, or other emergencies. Contractors must provide aerial inspections and documentation of damaged facilities, hazards, and access constraints, and be capable of responding within 24 hours after task-order issuance; physical repairs may be separately authorized as an optional service. This is an active services procurement rather than a grant, and KEYS may award contracts to multiple contractors without guaranteeing any minimum work.
