Empire State Development

Empire State Development (ESD) is New York State’s economic development agency and public‑benefit corporation that promotes a vigorous, inclusive, and growing state economy by encouraging business investment and job creation through loans, grants, tax credits, real estate development, marketing, and other forms of assistance. ESD operates as the umbrella organization for New York’s principal economic development financing entities (including the Urban Development Corporation and the Job Development Authority) and maintains regional offices across the state to support local economies and workforce/economic development. In recent years ESD played a leading role in delineating essential businesses during the COVID‑19 pandemic and continues to invest in infrastructure, innovation, place‑making, and workforce development.
