Council on Governmental Relations

COGR (Council on Governmental Relations) is an association that advocates for federal policies and regulations affecting U.S. research institutions, bringing together the nation’s top research universities and affiliated research organizations. It represents over 230 member institutions (232 per COGR’s 2024–2025 Year in Review) and provides policy analysis, advocacy, and compliance guidance to support institutional research administration. Recently, COGR has been active in submitting comment letters to federal agencies (e.g., NIH and ACURO) and updated its "Framework for Navigating the 2025 Administration Transition" to help members navigate evolving federal research requirements.
