Council on Governmental Ethics Laws

COGEL (Council on Governmental Ethics Laws) is an international non-governmental association that supports and improves democratically-elected, accountable governments worldwide by enhancing the professional development of its membership through education, knowledge sharing, and thought leadership in governmental ethics, including campaign finance, lobbying regulation, election administration, and open government. Its membership comprises around 200 organizations, primarily national and sub-national governmental agencies and commissions (including state and municipal ethics commissions) from the United States, Canada, and other countries. COGEL runs a multi-day annual conference attended by several hundred participants, provides year-round programming and publications (The Guardian and the Blue Books), and has a published 2023-2027 Strategic Plan.
