About this conference
This annual meeting for Bilingual, Immigrant, and Refugee Education Directors from the Council's member districts focuses on key topics related to multilingual learner success in urban public schools. The agenda includes learning sessions on the unique needs of English learners (e.g., newcomers, older-age, SIFE, long-term ELs, dually-identified), hands-on work sessions addressing specific challenges with expert guidance, strategies for districtwide English learner program improvement (including dual language programs), and approaches to expand English learner access to CTE, Gifted and Talented, and other specialized programs. Presentations will also cover the Council's latest publications and resources, along with key findings from the Council of the Great City Schools' updated 2025 report, English Learners in America's Great City Schools: Demographics, Achievement, and Staffing.
