This three-day seminar provides a comprehensive overview of municipal debt financing. Day one covers fundamental elements of debt financing, including core issuance terminology, the roles and responsibilities of issuers and their financing team, the types of debt instruments that state and local governments are able to issue, and legal documents. Day two focuses on the preparation, planning, and processes involved in issuing municipal debt, such as developing a debt policy, structuring debt service payments, managing issuance costs, and marketing/pricing bonds. Day three is designed to provide government officers with essential knowledge related to managing continuing disclosure responsibilities, post-issuance filing and reporting, and compliance with federal arbitrage rules. The curriculum is designed to provide municipal financing principles through lectures, case studies, and exercises, with a focus on equipping government officers and officials to navigate the complexities of municipal debt effectively.
