Wisconsin Department of Corrections

The Equity and Inclusion Plan of the Department of Corrections (DOC) reaffirms the guidelines of EEO and AA, intending to protect the public, the staff, and the people in their care through integrating holistic E&I practices. The plan acknowledges the employees as the most essential resource of the Department. The plan guides actions within four identified goals responsive to Executive Orders #1 and #59 and the Bureau of Equity and Inclusion (BEI) Enterprise Recruiting Program directives: increasing diversity among the applicant pool, addressing hiring disparities in underutilized job groups within employment, creating inclusive environments where people feel safe, welcome, and heard, and promoting a respectful culture, free of bias, that values diversity and actively engages in inclusion.

The meeting involved discussions and decisions on multiple research requests, including 'Legal Oath: Meaningful Truth, Guidance, and Moral Advancement in Criminal Justice Practices,' 'CTE's Effects on Female Offender Recidivism,' 'Hospital delirium in the rapidly aging incarcerated population,' 'Reading Beyond Bars: A Course-Based Literacy Program for Incarcerated Fathers,' and 'Survey of Prison Inmates Research & Development.' Decisions on some requests were pending, while others were approved. The meeting also included research results, updates, and final remarks.

The meeting included discussion and decisions on several research requests, specifically regarding the construct validity of the AHRQ HCUP SID for hospitalizations of incarcerated patients, the role of legal oath in criminal justice practices, program participation prior to CPS-involvement, and a course-based literacy program for incarcerated fathers. The committee made decisions on the research requests and also included research results and updates, and final remarks.

The DOC Breach Incident Response Team convened to review a Privacy Breach Incident report. The team went into a closed session to discuss the incident report and voted to support a low risk of identity theft or fraud, recommending notification pursuant to Wisconsin Statute 134.98.

The meeting included a review of open meeting minutes from 12/14/2023 and a toxicology reports study update by Dr. Bob Corliss. COIYD 2024 meeting dates and platform were discussed.
