Board meetings and strategic plans from Village of Wheeler
The Village of Wheeler held a public hearing for the proposed Wastewater Treatment Plant Upgrade facility plan to present plans for the addition to the plant and gather public comment. Alternatives for facility planning were discussed, including lagoon upgrades with continuously backwashing filters, cloth disk filtration, and conversion to absorption pond discharge. The recommended alternative is a lagoon upgrade with conversion to absorption pond discharge. The board discussed the progress of the raze order, water project, lift station project, and bathroom concession stand repairs. They also discussed a road closure on Tower Road and a Hwy 170 closure request. A resolution for People State Bank to include Donald R. Knutson as a signer on accounts was also discussed.
The Village of Wheeler board convened to discuss several key items including a CMAR Resolution, a Dairy State Bank Resolution for raze funding, and approval of bids for a lift station pending U.S.D.A. approval. The board also planned to adjourn into a closed session to discuss employment, promotion, compensation, or performance evaluation data of public employees, and then reconvene to announce any actions taken during the closed session. Additionally, the board reviewed and addressed the Wheeler Wastewater Treatment Facility 2025 Compliance Maintenance Annual Report and sought a loan from DairyState Bank for financing the razing of the old laundromat.
The agenda includes reports from various departments (President, Treasurer, Clerk, Public Works, Enforcement, Building Inspector, Fire Rescue, RU, and Ball Field), discussion of old business such as a raze order for a building at 313 Railroad Ave, water project challenges and solutions, and lift station relocation. New business includes requests from the Lutheran Church and Operation Restoring Hope, and the rental of the Village Hall. The meeting will also include a closed session to discuss the purchase of easements and other specified public business.
The Village Board Meeting of March 6, 2024, includes discussions on the Boyceville School Referendum, approval of minutes from February meetings, and various reports from the President, Treasurer, Clerk, Public Works, Enforcement Officer, and Building Inspector. Key updates involve the Dollar General site plan, Village Hall interior completion, online payment system progress, and preparations for the November election. Action items include an emergency operation plan and a revised burning ordinance.
The Village Board meeting on April 6, 2024, included adjustments to the holiday schedule, an increase in the enforcement officer's pay to $17.00 per hour, and approval of the March minutes. Discussions covered CDBG funding for Village Hall restoration, changes to the burning ordinance (allowing burning on Sundays and holidays in approved fire rings, and reducing the distance requirement for fire rings with spark arrestors), and a request to waive the certified survey for a land exchange (denied).
