Turlock Irrigation District

The meeting included discussion and approval of an amendment to the Walnut Energy Center Authority 2024 meeting schedule to align with the Turlock Irrigation District Board meetings.

The Commission of the Walnut Energy Center Authority convened to discuss several key resolutions. These included approving amendments to the Major Maintenance Plan Agreement with GE Vernova International, LLC, adopting the 2025 budget with discussions on Natural Gas Reserves, making determinations regarding reimbursement of advances for capital projects from WECA reserves, and authorizing the execution of a Joint Exercise of Powers Agreement to create the Central Valley Energy Authority. The commission also discussed the annual ongoing costs of the Joint Powers Authority.

The meeting included an overview of the proposed amendment to the TWPA regular meeting schedule to align with the TID Board regularly scheduled meetings. The Commission adopted Resolution No. 2024 - 1, formally amending the Tuolumne Wind Project Authority 2024 Meeting Schedule.

The meeting included discussion and approval of Resolution No. 2024 - 2, which authorized the issuance of revenue refunding bonds for the Walnut Energy Center Authority. The resolution also approved forms and the execution and delivery of a supplemental indenture, an official statement, a purchase contract, and a continuing disclosure agreement, along with other related matters. Treasurer Brian Stubbert provided key information and a good faith estimate of costs for the WECA revenue refunding bond.

The meeting included discussion and approval of the WECA 2026 Operations & Maintenance and Capital Budget. It also involved making certain determinations regarding the reimbursement of advances and proposed advances for capital projects from the WECA General and/or Capital Reserves using proceeds from taxable or tax-exempt debt. The agenda covered items such as approving agreements and fee letters related to an existing subordinate Commercial Paper Program for WECA.
