New York State's Housing Trust Fund Corporation (HTFC) is soliciting proposals from qualified firms to provide five years (2027-2031) of professional biological monitoring of oyster implementation for the Living Breakwaters Project, a major coastal resilience initiative located offshore of Tottenville, Staten Island, NY. The selected contractor will evaluate approximately 30 million oyster spats across two primary research areas to inform real-time adaptive management strategies. Proposals must comply with MWBE/SDVOB participation goals and are due by August 17, 2026.
