The Rockwall Independent School District's 2025-2026 District Improvement Plan outlines a strategic roadmap to empower learners for independence, strong relationships, and excellence within a global society. This document serves as an academic planning guide for middle school students and parents in Rockwall ISD, outlining course selections, academic pathways, and preparation for high school, college, and careers. It details various subjects, advanced academic programs like Honors, SAGE, AP, and IB, as well as special programs such as ESL, Special Education, and Dyslexia services. The guide also covers extracurricular activities, physical education, and electives, emphasizing academic success, responsibility, and the development of skills for future readiness.

The meeting included recognitions of Rockwall High School and Rockwall-Heath High School Bands for advancing to the UIL State Marching Contest. The Board discussed and approved the Annual Comprehensive Financial Report (ACFR) for the Fiscal Year Ending June 30, 2025. A resolution canvassing the returns and declaring the results of a Voter-Approval Tax Rate Election held on November 4, 2025, was approved. The Academic Planning Guide 2026-2027 was updated, and District and Campus Improvement Plans were approved. The 2024-2025 Financial Integrity Rating System of Texas (FIRST) Report was presented and discussed during a public hearing. The Board also approved a resolution casting district votes for the Board of Directors of the Rockwall Central Appraisal District (RCAD), a one-time payment to district employees, consultant design services and project delivery methods for various construction projects, project completion for the Rockwall High School Ninth Grade Campus and Rockwall-Heath High School Ninth Grade Campus Construction Projects, and a recommendation for security camera replacements at multiple district campuses. The consent agenda, including minutes and financial information, was approved.

The meeting is the third of four meetings regarding the strategic planning process to engage the community on district needs. The prior strategic plan ended in 2015, and the goal is to identify district needs and meet the needs of a three percent growth on average every year. The aim is to present a five-year plan to the board, incorporating all comments received. The summit focuses on local vision for the school district, emphasizing the unique aspects of the Rockwall community. The discussions revolve around engagement in the process, wishes for students, and ways to put ideas into action. Input collected will be used to inform the design team in creating the strategic plan. The process includes engaging community members, parents, and staff, followed by designing the strategic plan to be actionable. The design and creation phase will occur in November and January, with reviews in February, aiming to present the plan to the Board of Trustees in the spring.
