Board meetings and strategic plans from Village of Plum City
The Special Selectboard Meeting primarily focused on new business concerning the creation of articles for an upcoming town meeting, specifically regarding appropriations and fund management. A key discussion involved securing a $5,000 grant from the Vermont Department of Forest Parks and Recreation for ash tree removal, contingent upon retaining a specific $5,000 budget line for the expense. The board members discussed the precise legal wording required for the town meeting article to ensure the grant funds could be utilized. Further discussions addressed complex fiscal year budget procedures, including the establishment and funding of a Resurfacing Reserve Fund, ensuring proper transfers between fiscal years, and managing surplus/deficit allocations. The meeting also involved administrative discussions regarding warrant language for the upcoming annual town meeting, including procedures for electing town officers via Australian ballot versus floor vote, and addressing several open positions, including a Trustee of Public Funds following a resignation.
The committee meeting commenced with the election of a chairperson, naming Sue Kelly, and a vice chairperson, naming Kim. A significant portion of the session involved a detailed review of the Vermont open meeting law requirements, covering public notification procedures, location requirements for meetings (including hybrid options), and rules regarding public participation and expressing opinions. Discussions also centered on the requirements for meeting minutes, emphasizing that they must give a true indication of the business, including documenting motions, dispositions, and vote results. Furthermore, protocols for electronic communication, specifically group emails and collective document editing, were addressed to ensure compliance and avoid the risk of improperly warned meetings constituting a quorum.
The meeting commenced with discussions regarding modifications to the published agenda, specifically adding an item to discuss a letter concerning a no-trespass order directed to the school board, which was determined to require an executive session. The board also addressed the process for approving previous minutes, agreeing to have individual edits sent to the secretary for consolidation before the final approval vote. Several past minutes (from May and July) were tabled for later review due to pending edits. During new business, the board heard from a candidate running for state senate who introduced himself and discussed his priorities, including housing, workforce development, and climate change, while also expressing concerns over state mandates impacting municipal funding for infrastructure like roads. The discussion on infrastructure included concerns about unfunded mandates stemming from state-level requirements, such as new, expensive bridge standards replacing certain culverts. The board also planned to review the purchasing policy, noting that a sample policy was forwarded to members after consultation with VLCT.
