NHCOG seeks a consultant to perform a Bus Stop Placement & Amenities Study for the Northwest Connecticut Transit District (four fixed routes between Torrington and Winsted) and the CTDOT Express route segment in the NHCOG region. Scope includes field inventory and condition assessment, static (and optional GIS) mapping, infrastructure and amenity recommendations (shelters, benches, accessible boarding areas, signage), stop location analysis (relocation/consolidation/new stops), stakeholder engagement (rider surveys, CTDOT coordination, ≥2 public meetings), and a phased implementation plan with cost estimates. Deliverables: static map, condition assessment with photos, draft/final recommendations, implementation plan, and stakeholder documentation. Required capabilities: transit planning experience, GIS capability preferred, ability to lead engagement, provide itemized budget, references for comparable projects, DBE participation, and meet insurance/indemnification requirements; sealed hard-copy submission plus thumb drive.
