HARRP, a member-owned public entity risk retention pool serving public and affordable housing providers in Oregon, Washington, California, and Nevada, is seeking a qualified attorney or firm to serve as General Counsel ("Pool Counsel"). The selected counsel will provide legal services in support of HARRP's governance, regulatory compliance, liability and property coverage matters, contract/procurement support, and litigation management, with coordination as needed with affiliated entities AHRP and ORWACA. Proposals are due via email to the HARRP Executive Director by 5:00 p.m. Pacific on July 24, 2026, and will be evaluated on approach, documented experience with similar governmental risk-pool engagements, key personnel qualifications, and ability to mobilize and complete the engagement within the established timeline.
