This document outlines the program plan for the Head Start and Early Head Start initiatives in the Autonomous Municipality of Guaynabo for the 2024-2025 period. It details the program's vision, mission, and overarching goals, focusing on providing comprehensive services to children, families, and communities. Key strategic areas include enhancing school readiness, promoting child and family health and development, fostering strong family and community partnerships, implementing data-driven systems for decision-making, and ensuring optimal enrollment and attendance. The plan also highlights specialized services for pregnant women, children with special needs, and mental health support, with the ultimate objective of improving quality of life and ensuring children's success.

The municipal government authorized the application of surplus funds from loans of $2,190,000.00 and $2,450,000.00 for the purchase of equipment, specifically $62,769.61 worth of vehicles and equipment. The authorization includes the Mayor to reprogram the surpluses from the loan allocations for the acquisition. The Director of Finance is authorized to make the necessary adjustments in the accounting books to comply with the provisions of this ordinance.

The Guaynabo Municipal Assembly authorized the reallocation of surplus funds from loan proceeds of $11,845,000.00, $10,300,000.00, and $1,500,000.00, totaling $473,135.49, for the construction and improvement of roofs for various basketball courts.

The Guaynabo Municipal Assembly authorized the Mayor to transfer a property to the 'Christmas Royalty Fund, Special Vacation Fund & Building Fund' for the development and construction of an elder care facility. The property transfer is conditional, requiring the Union and/or the Trust to use the land exclusively for the elder care facility and to prioritize Guaynabo residents. Failure to comply would result in the return of the property to the Municipality.

The resolution authorizes the Mayor of Guaynabo to file applications and enter agreements for programs under the Department of Housing and Urban Development, governed by Title I of the Housing and Community Development Act of 1974, as amended. It also authorizes the Mayor to accept and receive grants, ensuring compliance with related regulations, relocation assistance, and property acquisition policies.
