Franklin County Soil and Water Conservation District

This plan sets forth recommendations to protect and restore the lands and waters of the St. Lawrence River watershed in northern New York. It focuses on eight key areas: agricultural practices and management, floodplain and stormwater management, forest management, invasive species management, infrastructure and development, water and wastewater management, water quality research and monitoring, and watershed planning. The overarching goal is to enhance water quality and the natural environment, preserve residents' quality of life, and build resilience against climate change by balancing economic development, habitat protection, recreation, and food security.

This Revitalization Plan for the St. Lawrence River Watershed provides a roadmap for communities to achieve a sustainable future. Developed using the NYS Department of State's Local Waterfront Revitalization Program framework, it focuses on documenting current conditions, engaging the community to articulate a vision and goals, identifying challenges, and defining specific recommended actions. Key goals include protecting and enhancing habitats, adapting to climate change, ensuring economic opportunity, resolving legacy contamination, increasing environmental awareness, and preparing for emerging threats. The implementation strategy encompasses restoration and protection actions, fostering collaborations and partnerships, and implementing municipal and programmatic changes.

The meeting included a moment of silence for a former legislator. Financial reports were reviewed and approved, including the transfer of funds for employee retirement and other projects. Reports were given by NRCS, FSA, NYS Ag and Markets, and NYS SWCC, covering various funding opportunities, program updates, and COVID-19 guidelines. The District Forester and Technician provided updates on AEM activities, grants, and assessments. The District Manager reported on agricultural non-point source grants, CAFO manure storage grants, and other projects. The board approved invoices for health insurance, copy charges, phone/internet, and payroll renewal, as well as payments for NYSLRS and AEM projects. They also approved the 2022 Conservation Project Financial Assistance Request for Part B.

The meeting included discussions and approvals of financial reports, transfers of funds, and a resolution authorizing participation in the AGNPS Abatement & Control Program. The board approved paying for erosion control apps, purchasing seed for hydroseeding, renewing the Trident Insurance policy, and supporting Arbor Day and Blueberry Pruning Workshops. They also discussed and approved offering District Technician positions and setting salaries, as well as shredding FCSWCD records. Additionally, there were updates on various programs such as CRP, SMHPP, and Marketing Assistance Loans from the FSA, and reports from the NYS Soil & Water Conservation Committee regarding funding opportunities and upcoming events.

The meeting included the election of officers, financial reports, and various program updates. The board approved the destruction of records, the purchase of home bacteria water kits, and the FCSWCD Monthly Disbursements Policy. They also approved dues for the NYS Fair, funding for BYS Environthon, and payments for WQS raffles and the 2024 Tree Sale Flyer. Annual policies and appointments were approved, and training was scheduled for the February meeting.
