Erie County Housing Authority

The Special Meeting commenced with the Chairperson calling the meeting to order. The proceedings included a session held in Executive Session, followed by a reconvening of the Board. The meeting concluded with an adjournment motion.

The Erie County Housing Authority meeting addressed several key areas, including financial reviews and budget approvals. Bids were awarded for roof replacements at West Court Apartments, Random Court, and Marvin J. Schick Apartments, as well as for electric panel replacements at Random Court. Updates were provided on auditor visits, the Voucher Management System (VMS), and the potential transfer of homes from Stairways to ECHA Rentals, LLC. The board discussed Covid-19 vaccinations for elderly tenants, the possibility of a post-pandemic barbeque, and the Rental Assistance Demonstration (RAD) Program. Additional updates were given on construction projects, camera installations at Marvin J. Schick Apartments, and standard reports on vacancies, applications, delinquencies, evictions, and waiting lists.

The meeting addressed financial matters, including a review of the Operating Budget Comparison and Income Statement Comparisons. Discussions covered extra Admin Funding received due to the Covid Pandemic and a payment to Knox McLaughlin, Gornall & Sennett P.C. The board approved the Erie County Housing Authority Operating Budget and Income Statements. Additionally, the board awarded a bid to Empire Snow Management, Inc. for concrete work at Random Court. Updates were provided on the Safety and Security Grant funding and various Capital Fund improvements. A special meeting was announced to amend the Capital Fund 5-Year Action Plan and consider the appointment of a RAD Conversion Consultant. Updates were also given on vacancies, applications, delinquencies, evictions, and waiting lists for each Housing Authority Development.

The annual meeting included the election of officers, with the Chairperson and Vice-Chairperson being retained for another term. The Board approved the re-appointment of the Executive Director and the Solicitor.

The board discussed the financial impact of the government shutdown on the ECHA. Updates were provided on the installation of handicap automatic door openers at the Barnett Building and the ongoing elevator issues. The placement of recycle bins in Corry Public Housing buildings was noted. The board was informed that roof bids for the Salsbury Building would be ready for review and approval at the March meeting, and specifications are being prepared for fire alarm replacements at Center Place Apartments. The completion of exterior door and storm door replacements at Pleasant Manor was announced. The board also received updates on the school tax-exempt status of certain properties and the approval of the 2018 CDBG application for the City of Corry. Construction work on the Storm Sewer replacement on South Center Street is scheduled to be completed by May 1. Auditors conducted preliminary work for the 2018 audit in December 2018 and will return in March 2019. A Management and Occupancy Review for South Hills was also conducted in December. The loan payment for the purchase of South Hills is expected to be complete in approximately 10 years.
