This document amends the 2013 Spring Valley Wastewater Facility Plan to align with the new owner's master plan, focusing on revised project phasing and treatment facilities. For Phase 1 (up to 2,200 ERUs), the plan details the construction and operation of aerated lagoon facilities, initially as a complete containment system, then transitioning to land application of Class C effluent for crop irrigation with winter storage. Subsequent phases will involve a mechanical treatment plant to produce Class B or Class A effluent for turf grass irrigation, supporting overall development over a 20-30 year timeframe.

The Eagle Sewer District's meeting included discussions and actions on several key items. The board approved the minutes from the January 8, 2024, regular meeting. Resolution 24-2 and the Order of Annexation for Evelyn Fu (Shetland Point) were addressed, along with the acceptance of the Audited Financial Statement. The board adopted Resolution 24-3 for Spring Valley/Valnova Rates and Fees and set dates for a Treatment Plant Facility Plan Public Comment and Public Hearing. Approval was given for the Treatment Plant Upgrades Scope of Work, and Resolution 24-4 regarding the annexation petition for W. West Development LLC (Hevostila) was discussed. The ratification of claims paid against the district for January 2024 was also on the agenda. Additionally, the board considered the recommendation to award a contract for the Lagoon Intensification and Phosphorus Precipitation Project and approved the scope of work for Jacobs to prepare preliminary design and procurement documents.

The Eagle Sewer District held a public hearing where the Board of Directors implemented a monthly service fee increase to invest in water cleaning processes and move towards reusing water for irrigation. The monthly service fee has been increased from $39 to $45 for each equivalent residential connection, with corresponding increases for commercial customers and multiple residential units.

The public hearing is for the district's 2023 budget. The proposed budget includes total expenditures of $16,056,850, covering salaries and related expenses, operating expenses, capital improvement, capital replacement, depreciation expense, and non-operating expenditures for debt service. Estimated revenues also total $16,056,850, derived from sewer charges, property taxes, other revenues, capital permit revenue, Boise Buy-in Funds and depreciation funds.
