Board meetings and strategic plans from Development Authority Of The North Country
The board and governance committee addressed several administrative and operational agenda items, including the selection of a senior managing underwriter for revenue bonds and updates to procurement and personnel policies. Financial reviews included the approval of investment bank accounts, operating budgets, and various regional water and wastewater infrastructure projects. Regional development activities focused on loan modifications, loan extensions, and community infrastructure financing. Additionally, the board discussed telecommunications infrastructure expansions, including fiber optic network projects and joint development agreements. Board discussions also covered status updates on municipal water projects, solid waste management plans, and recognition of service for key staff members.
The committee reviewed the results of a Request for Proposal (RFP) for investment advisory and custodial services. Key discussion topics included the evaluation of four submitted proposals, the non-responsiveness of one firm, and the elimination of another due to high fee structures. The committee debated the advantages of combining investment and custodial services versus keeping them separate, emphasizing the need for accurate reporting and reliable service. Further discussion centered on the current investment policy, restrictions on asset classes like corporate bonds, and the committee's preference for preserving principal while maintaining liquidity. The committee also considered the merits of the remaining qualified firms, including the possibility of retaining the incumbent, RBC Wealth Management, for their established service and local presence.
