Key Requirements and Objectives: Key Requirement 1: TMSaaS is cloud-based, CONUS-wide telephone management system for asset visibility, asset intelligence, provision, configuration, billing collections, workflow, workload redistribution, and remote support from anywhere across CONUS. Key Requirement 2: TMSaaS shall provide inside and outside plant users, and functional, technical and support staff (e.g. business, staffing, logistics) from the installation-level to the enterprise the ability to manage and operate the Army’s telecommunications infrastructure. Requires a Contractor to provide local exchange access services, analog and digital access transport services, and an inter/intra-Local Access Transport Area (LATA) interconnect functions. The Contractor shall provide all transmission facilities, equipment, materials, maintenance, test equipment, and design needed to perform and provide local access and transport services to designated demarcation point and destinations specified in Appendix 10. Access to the local exchange shall include operator assistance, directory assistance, and emergency E911 services. These services shall be limited to official Government services and shall not include any unofficial services such as residential or business services for non-Government entities or contractors.
