The discussion highlighted the core principles of CPTED, including natural surveillance, natural access control, territorial reinforcement, and maintenance, and how these strategies can be integrated into city planning, business development, and public space projects to enhance community safety.

The City of Lake Forest's Annual Action Plan for Fiscal Year 2026-2027 details activities to address housing and community development needs using Community Development Block Grant (CDBG) funds. It is the second of five annual action plans under the FY 2025-2029 Consolidated Plan. The plan establishes six high-priority areas: promoting affordable housing, improving community facilities and infrastructure, expanding public services, preserving neighborhoods, fostering economic development for low-to-moderate income persons, and administering the CDBG program. The overall objective is to create a viable community by providing decent housing, a suitable living environment, and economic opportunities, principally for low- and moderate-income persons.

The commission discussed a variety of traffic and parking matters including public comments regarding infrastructure, the approval of the ASL Lake Forest report, and a detailed update on the traffic operational improvement study. The study covered corridor-specific evaluations for Bake Parkway, Lake Forest Drive, Tribuca Road, and El Toro Road, with recommendations focusing on traffic signal timing, lane configurations, striping revisions, and safety enhancements such as raised medians and speed management.
