This document outlines a 20-year strategic roadmap for the City of Excelsior Springs, focusing on growth, resilience, and opportunity. The plan aims to reflect community needs and aspirations, preparing the city for a bright future by addressing challenges and building upon its historical legacy.

The meeting included discussions and decisions on several Certificates of Appropriateness (COAs). COA: HPC-25-012 for exterior alterations at 554 S Kansas City, COA: HPC-25-013 for signage at 101 Spring, and COA: HPC-25-014 for signage at 110 S. Main St were all approved. Staff provided comments on COA: HPC-24-052 regarding the use of stain on the fascia board and posts at 101-105 E. Broadway. Information was shared on the Department of the Interior seeking input on existing DOI regulations and concerns about the impact on historic preservation. An administrative approval for COA: HPC-004 DEP Mini Murals at 218 South Street was noted, and new staff members were introduced.

The meeting included discussion and approval of administratively approved COAs, specifically for removing and replacing a deck and stairs, and replacing a roof. There was a presentation and approval for exterior alterations at a property on Isley Blvd. The commission discussed staff attendance at a virtual training program, focusing on siding guidelines and the possibility of non-contributing buildings reverting to contributing status. A letter of support for SHPO and Historic Preservation funds was approved to be sent to Senator Sam Graves. The commission held its annual awards ceremony, recognizing property owners in residential, commercial, and investment categories.

The meeting addressed several Certificates of Appropriateness (COAs). HPC-24-019A, concerning signage at 415 Saint Louis Avenue, was tabled. HPC-24-049, regarding exterior improvements at 218 W Excelsior Street, was approved. HPC-24-052, for a covered patio at 101-105 E Broadway, was continued to the January meeting for further discussion with property owners. HPC-24-055, addressing exterior improvements at 426 Benton Avenue, was approved, including a window seat. Staff provided updates on the 2025 meeting schedule, CLG report submission, upcoming training opportunities, and a $20,000,000 IRA/EPA grant application. There was also a discussion about a book on Excelsior Springs wells and a public meeting for 410 Superior.

A continued case regarding the Excelsior Springs Museum and Archives was approved with considerations for property lines and drainage issues. The commission also presented awards nominations for residential, commercial, and investment properties.
