This Strategic Plan serves as a comprehensive guidebook for James City County's future investments and the provision of public services and facilities, aiming to direct resources toward a clearly defined vision and adapt to changing community conditions. The plan is structured around eight key goals: protecting community character and enhancing the built environment, securing a sustainable long-term water supply, delivering exceptional public services, recruiting and retaining a skilled workforce, supporting a growing and diverse local economy, collaborating to provide high-quality education, investing in modern infrastructure and technological systems, and preserving and supporting the development of attainable housing. It seeks to ensure future generations have equal or better opportunities, resources, and quality of life.

The meeting included discussion on development review, a report on the DRC meeting regarding the construction of an outdoor Fitness court at the Warhill Sports Complex, and a public hearing for a special use permit application for short-term rental of a room at 7146 Little Creek Dam Road. The Planning Commission discussed the consistency of the proposed recreational amenities with the adopted master plan. Concerns were raised about the distribution of parks and recreational facilities, particularly in the southeast part of the county. The public hearing addressed the location of the property relative to major roads and Newport News Waterworks' concerns about access to the reservoir.

The presentation reviewed the parks and recreation technical report, community guidance, and goals strategies. It covered the history of parks and recreation, the county's park system, greenways, and public water access. The presentation also discussed recreation needs, future capital improvements, revenue-generating programs, and the department's accreditation.

The meeting of the James City County Chesapeake Bay Board discussed the Commonwealth policy to protect against pollution and sediment deposition in wetlands, streams, and lakes within the county. An annual update for 2022 was presented by the Soil and Water Conservation, highlighting their mission to protect the environment and reduce sediment and nutrient load. The board also discussed a Chesapeake Bay exception request for encroachments into the RPA buffer for the construction of a retaining wall.

The James City County Board of Supervisors held a regular meeting where they discussed concerns about trash dumping on 60, the potential impact of data centers on the community, and ongoing efforts to address litter and promote cleanliness in the county. The board also considered amendments to the zoning ordinance regarding data centers and building regulations.
