The Commission discussed and resolved on the allocation of WV First Foundation opioid settlement funds. It was decided that up to one-half of the Local Government share of these funds will be used to reimburse the County for previously incurred regional jail fees, and that these reimbursed funds will be dedicated to the County's Medical Insurance Fund.

The Commission addressed several administrative and operational matters. These included the approval of erroneous assessments, land consolidations, split tickets, and probate documentation. Financial approvals were granted for purchase orders, pay jackets for US Bank P-Card purchases, and payments to Unum and Guardian. The commission received a presentation regarding updates and enforcement letters for the Cabell-Huntington Health Department, adopted a new public meeting policy, and approved the renewal of the general liability and workers compensation policy with the West Virginia Communities Risk Pool. Additionally, the commission issued a letter of support for the proposed Fairfield East Community/Early Learning Center, approved the hiring of three full-time EMTs, and authorized the execution of a deed to Air Gas per a court order. Several water service district meeting minutes and reports were placed on record.

The Commission addressed various probate matters, authorized purchase orders and monthly payments, and heard comments from citizens regarding 911 dispatch personnel and animal control. The meeting included the recognition of an essay contest winner and a donation from the Truist Foundation. Specific estate matters were directed to the Fiduciary Commissioner or resulted in the appointment of the Sheriff as executor. Additionally, the Commission set the date for Halloween, made appointments to the Solid Waste Authority, approved a risk pool member agreement, reviewed various assessor records and tax filings, finalized special fund budgets for the upcoming fiscal year, established depositories, and issued letters of support for community grant and opportunity zone applications. The session also covered personnel actions and concluded with the recording of various health department and assessor reports.

Several estate matters were addressed, resulting in various petitions and claims being tabled or referred to a Fiduciary Commissioner. The Commission approved resolutions for the pledging of letters of credit, reappointments to various planning and development boards, and the establishment of regular meeting schedules. Additionally, the Commission authorized the donation of a police vehicle, reviewed delinquent tax lists, and approved several budget requests for emergency services and civil defense. Personnel actions included reclassifications for EMT staff and the hiring of new deputies and telecommunicators. The meeting also included an executive session regarding opioid litigation and the placement of various departmental reports and minutes into the record.
