The meeting included reports from the City Manager regarding an upcoming update on the city's response to the beach renourishment issue. Discussion topics centered on the city's policies regarding sandbag usage for storm preparation, as well as an evaluation of the city's performance and response before, during, and after Hurricane Idalia.

The City Commission held an emergency meeting to address the omission of a specific parcel in the emergency dune restoration project. The Commission authorized the execution of temporary construction easements for parcel 36-31-15-00000-310-0300 to allow Pinellas County to conduct restoration efforts, including planting vegetation and installing sand containment devices to mitigate property vulnerability following hurricane damage. Additionally, the City Manager was authorized to execute further temporary easements of a similar nature, subject to future ratification by the Commission.

The City Commission held a regular workshop where the City Manager provided updates on beach renourishment efforts, upcoming city events such as Barktoberfest, and scheduled future meetings. The Commission also discussed a proposed ordinance amendment concerning the prohibition of alcohol at public facilities and parks, specifically regarding distance regulations and permit requirements for city-approved events. Staff received consensus to move forward with the ordinance for a future regular meeting.

The meeting included the proclamation of National Police Week and several commissioner reports concerning local events and safety initiatives. A Certificate of Recognition was presented by the Florida and International City & County Management Association. Items of business included the approval of an interlocal agreement for participation in the Pinellas Public Library Cooperative, authorization for a purchase order to Vortex Services for lateral inspection and lining services, approval of a temporary easement agreement with the Army Corps of Engineers for beach renourishment, and authorization of an agreement with 10771 Gulf Boulevard LLC for improvements on city property.

The Commission recognized several employees for years of service and performed the swearing-in ceremony for a new firefighter. A presentation was provided regarding the 2023 State Legislative Session. Key business items included the approval of an agreement for a Street Outreach and Engagement Specialist to serve homeless and vulnerable citizens, selection of a design concept for the Treasure Bay Golf Course, and adoption of a new city logo and tagline. The Commission tabled a request for landscape architecture services on Paradise Boulevard. Additionally, a grant agreement with the Florida Department of Environmental Protection for a vulnerability assessment was approved, and the Commission amended a previous authorization for the purchase of police vehicles to allow for sourcing from an alternative vendor.
