The work session covered discussions regarding the Crime and Grime community initiative, which focuses on a whole-of-government approach to improving public safety through blight removal and increased community engagement. Commissioners and staff explored how to build on existing efforts, such as Adopt-a-Block, to coordinate resources across departments, including code enforcement, law enforcement, and fire services. The session also included an annual report on the ArtLife program, highlighting upcoming public art installations by various artists and support initiatives for local artists.

The meeting focused on the authorization of an amendment to the real estate development incentive agreement with Nora Holdings LLC. This amendment facilitates the completion of streetscape improvements along North Railroad Avenue between 10th and 11th Street, which includes underground utility work and surface-level enhancements. The Board discussed the progress of the Nora district redevelopment, the economic impact of the project through tax increment projections, and future strategic initiatives such as improved connectivity to the Northwest neighborhood and potential collaborative efforts regarding the Palm Beach Lakes Bridge.

The Commission meeting involved the approval of a consent calendar and addressed the disposition of city-owned properties for affordable housing purposes. Staff provided an overview of the legal processes, including appraisals and public hearing requirements, for selling, leasing, or exchanging city property. The Commission approved the surplus declaration and disposition method for six parcels intended for affordable housing development by nonprofit organizations. Furthermore, the Commission discussed issuing a competitive invitation to negotiate for the development of five additional properties located along the Broadway Corridor.

The board discussed the classification and policy regarding green bonus exceptions for accessory structures and requested further investigation into how other municipalities handle these regulations. The board also received a report on a previously discussed case concerning a residence on Washington Road. Additionally, a public hearing was conducted regarding a proposal at 214 Lakeland Drive, where the applicants presented revised plans featuring a reduced structure footprint and height to address previous board feedback and neighbor concerns.

The City Commission held a meeting featuring several proclamations and honors.
