The committee reviewed the proposed FY 2027 Master Fee Schedule update and annual rate adjustments, recommending them for Council approval. Additionally, the committee reviewed the 2025 Q4 investment report and the 2025 Q4 OPEB Trust and Pension Trust Investment report, recommending the investment report for Council approval and accepting the OPEB and Pension Trust report.

The council conducted various administrative and legislative actions, including the appointment of a recreation and parks commissioner and the issuance of proclamations for Mental Health Awareness Month and Asian American and Pacific Islander Heritage Month. Financial and operational approvals included the adoption of the FY 2027 biennial budget, the approval of community development block grants, participation in the Alameda County HOME Consortium, and amendments to consulting agreements for planning services. Additionally, the council authorized surplus equipment sales, traffic signal upgrade funding, pavement grant applications, and various professional services agreements for wastewater design and construction management. The council also approved a policy for meeting disruptions and language access in compliance with the Brown Act.

The Commission discussed the San Leandro History Museum Exhibit Proposal and conducted elections for the Chair and Vice-Chair positions. Secretary reports provided updates on the Comedy In The Plaza event, the commission budget, and an arts grants press release, while noting the cancellation of the August meeting due to council recess. Additional updates were provided by the Chair regarding her meeting with the Mayor and by various Ad-Hoc sub-committees regarding arts endowment, grants, and administration operations.

The council meeting addressed several items, including a proclamation declaring September as National Preparedness Month, the second reading of an ordinance to update parkland dedication requirements, and authorization for various agreements, such as grant funding for the Lewelling Boulevard Class IV Bike Ways Project, a roof restoration agreement, a workforce development intern contract, and a consulting services agreement for workplace investigations. Additionally, the council accepted an investment report, made a nomination to the Bicycle and Pedestrian Advisory Commission, and received a status update on the Climate Action Plan.

The commission received announcements regarding city budgeting, the master fee schedule, and the inauguration of a new council member. City staff provided comprehensive recreation updates, including recent event summaries, facility reservation statuses, and a schedule of upcoming community events such as the Cinco de Mayo celebration, Girls on the Run 5K, aquatics center reopening, and the Cherry Festival. Additionally, the Recreation and Parks Director presented the Q3 performance report for the Recreation Division, covering participation metrics, revenue, facility utilization, and operational challenges.
