The meeting focused on the approval of a funding agreement between Mesa County and the Colorado Department of Transportation Division of Transit and Rail. The funds, derived from fees on oil and gas extraction under Colorado SB 230, are designated for the expansion of Grand Valley Transit operations and the continued support of pilot route 12. It was noted that no local match is required for this funding.
The board discussed and approved the issuance of purchase orders to qualified vendors for the replacement of 21 pieces of equipment and fleet vehicles as part of the 2026 scheduled replacement program. The total expenditure for these items was authorized to not exceed the previously approved capital replacement budget of $2,391,411. It was further noted that the replaced equipment and vehicles will be salvaged through local auctions.
The Board of Commissioners discussed and approved a supplemental budget for the 2026 fiscal year, which included adjustments for new grant revenues, opioid settlement funding, and unexpected expenditures. Specific items included an estate donation for animal services, tax credits for facility upgrades, wildfire mitigation grant funding for the sheriff's office, and a reorganization of the natural resources department. Additionally, the Board approved an amendment to the 2026 authorized staffing levels, which involved a reduction in full-time equivalent positions and departmental transfers for the parks, facilities, and public works divisions.
