The meeting began with the adoption of a revised agenda, which included adding a new business item regarding a plow for the PW 2013 truck. The consent agenda was approved after removing the November Financials for later review and clarifying the hire of a Deputy City Clerk. A public meeting was held regarding the proposed 2026 budget and levy, though no taxpayers were present. In old business, the Council discussed the purchase of a 2025 fire truck, weighing leasing versus bonding options while awaiting financial advice on overall debt affordability. New business included the approval of the 2026 Final Levy and the 2026 Budget, which detailed various fund revenues and expenditures.
