Board meetings and strategic plans from Tom Underwood's organization
This document outlines the strategic direction for Culpeper County Government. Its mission is to cultivate a prosperous community by prioritizing citizen health, safety, and educational opportunities, supported by data-driven, citizen-centered management. The vision aims for the highest quality of life through comprehensive and innovative services delivered by skilled employees and visionary leadership. Key strategic goals encompass responsible administration of county resources, fostering an inclusive community that values diversity and keeps citizens informed, developing infrastructure to support business growth, ensuring public safety, maintaining natural resources, and enhancing the overall quality of life through education, preservation of rural integrity, and historical promotion.
The 2023 Culpeper County Comprehensive Plan serves as a foundational document guiding the county's future development and management. It outlines strategic directions across several key areas, including demographics, land use and development, transportation, environmental and historic resources, economic development, community resources, and utilities.
The meeting included a citizen forum where George Bryson spoke about Elk Springs Airport. The agenda was approved as presented. A public hearing was held regarding a request for a use permit to allow a bed and breakfast/country inn, and banquet/event facility. Reports were submitted for the Board's review.
The meeting addressed several key areas including the acceptance and appropriation of a DMV grant for the Sheriff's Office, and a budget amendment for the Library using funds from the Path Foundation. The board received an update regarding recognition by APCO International of the Culpeper County Public Safety Communications Center and a presentation on the Culpeper County Parks and Recreation Master Plan. They also considered awarding a contract to Qlarion, Inc. for OpenGov financial budget software, and discussed the FY 2017 Memoranda of Agreement with the Department of Juvenile Justice. Additionally, the board considered a request for entry of a rider/supplement to the lease of space between the County and VDH, and discussed submitting a grant application for a USDA Rural Business Development Grant. They also discussed an additional suspension of pump and haul permits and directed staff to develop a permanent pump and haul policy.
