The Commission addressed various regulatory chapters, including amendments to fishing regulations regarding aquatic nuisance species inspections, bait prohibitions, and specific bag and possession limits for numerous reservoirs and locations. Key topics included discussions on big game preference point fees, regulatory changes for the take of prairie dogs, and the implementation of a new licensing and registration system. The Commission reviewed updates for property-specific regulations at shooting complexes and state parks, as well as modifications to river outfitter regulations regarding vessel definitions. Furthermore, the Commission considered adjustments to license fees and commission rates and adopted a decision to deny a petition regarding the feeding of fish.
The Commission meeting centered on the discussion of agenda scheduling and public comment policy. The Chair outlined proposed changes to the public comment process designed to keep the meeting on schedule and ensure equitable access, including a shift to randomized speaker ordering. A commissioner formally opposed these changes, advocating for the retention of specific privileges for elected officials and proposing a reconfiguration of the agenda to swap the executive session and public comment time slots to better accommodate public participation. Additionally, an item regarding a director's recommendation to deny a petition was removed from the consent agenda for later discussion.
This strategic plan outlines an adaptive approach to manage Colorado's diverse ecosystems amidst challenges such as climate change, habitat loss, and population growth. It is built upon extensive public and staff input and is guided by four primary goals: ensuring resilient ecosystems and exceptional recreational experiences, building agency relevancy and trust, fostering organizational and workforce health, and achieving financial resilience and innovation. The plan will be implemented through six key actions including strengthening partnerships, proactive communication, and adaptive planning, with a rigorous biennial evaluation cycle to ensure continuous progress and enable Colorado's natural resources to flourish for future generations.
