Board meetings and strategic plans from Tiwana Hicks's organization
The forum focused on gathering public input regarding priorities for the upcoming fiscal year budget. Key discussion points included an overview of the budget formulation process, the current financial outlook for the District of Columbia, and the impact of federal workforce reductions on revenue growth. Presentations highlighted current investments in programs designed for older adults, including affordable housing, home-delivered meals, senior wellness centers, and home modification initiatives. Officials also addressed rising costs in health care, pension contributions, and public services that contribute to the current budgetary gap.
The media availability addressed legislative and operational concerns, including proposed federal bills impacting the District's home rule. Discussions covered the status of the federal emergency and the presence of the National Guard, clarifying the implications for Metropolitan Police Department services and federal partnerships. Furthermore, the Mayor addressed public safety concerns regarding student welfare, confirmed that criminal offenses remain illegal regardless of federal emergency status, and responded to inquiries concerning ongoing investigations within city departments.
The community meeting provided an overview of the Public Facilities Environmental Safety Amendment Act of 2020, detailing the legislative requirements for building testing, scope, and community engagement. Key discussion topics included the mandate for an ongoing 10-year testing cycle for DGS-owned buildings, the expansion of environmental risk categories, and the procedure for navigating the new online environmental safety testing database. Participants were also guided on accessing updated DGS environmental webpages and facilities management resources.
The meeting was a Surplus Hearing to discuss the disposal of the Hebrew Nursing Home and the Paul Robeson School. The community was given the opportunity to share their input and ideas on what they believe would be most beneficial in their neighborhood. The current intentions were to surplus the property so that it can be made available to the Housing Authority to develop affordable workforce development housing. Residents raised concerns about the Housing Authority's ability to manage a mixed use housing complex. The ANC requested a copy of the sign-in sheet and urged residents to attend future community meetings to vote on issues concerning the community. DGS will develop a survey using Survey Monkey regarding the project and hold a follow-up meeting to continue to receive input from residents as well as share the results of the survey.
The meeting discussed the need for additional classroom space due to increasing student enrollment. A project presentation was given, showing plans for a 6-classroom addition to be built at the rear of the school. Construction access will be from Yuma Street, and traffic will be coordinated with adjacent property uses. Mobilization will begin over the winter break, with construction on non-school days through spring break. Interior and exterior work will occur during school hours from spring break to summer break, and summer work will be Mondays through Saturdays. The graphic site plan will be corrected to show the tower crane not working over the Tot Lot, and measures for sound reduction between rooms were discussed. A traffic plan for construction traffic routing will be provided, and construction workers are not to arrive before 7:00am. The school agreed to provide the parking garage for construction parking during non-school days.
