Maryland Department of Natural Resources Strategic Plan
The Maryland Department of Natural Resources (DNR) developed this Environmental Justice Strategic Plan to define its vision for environmental justice and set forth goals, objectives, actions, and metrics to track progress, in alignment with the Governor's Executive Order 01.01.2025.17 VOICE. The plan focuses on three main goals: building knowledge and capacity within DNR and through interagency partnerships to identify and address environmental justice issues; stewarding and providing equitable access to Maryland's natural resources, lands, and waters for all communities; and engaging meaningfully with communities and Tribes by increasing partnerships, reducing barriers to participation, and providing accessible information. The plan aims to advance environmental justice outcomes over a two-year timeframe, with semi-annual updates and biennial revisions.

Maryland Land Preservation and Recreation Plan 2027-2037
The 2027-2037 Maryland Land Preservation and Recreation Plan provides a roadmap for managing preserved lands and guiding outdoor recreation opportunities. It focuses on identifying contemporary issues in natural resource protection and expanding equitable access to recreation. The plan's strategic direction is built upon four core principles: stewarding already protected lands, collaboratively growing preserved areas, reinvesting in parks and people, and enhancing blue and green connections. A primary goal is to conserve 40% of the state's land by 2040, aiming to nurture health, community, and economic vitality.
The meeting focused on the outcomes of the 2026 Legislative Session, including updates on deer donation tax credits, endangered species, and vernal pool protections. The Commission discussed the Recruitment, Retention, and Reactivation (R3) program, reviewed Natural Resources Police violation statistics, and examined legislative concepts for future sessions such as non-lead ammunition. Furthermore, the Commission addressed new business concerning migratory game bird hunting season approvals and the administrative challenges associated with federal regulatory processes and proposed three-year stabilized regulations.
