The meeting included an oath of office for a newly appointed Council Member. Kristy Wallace, YPL Director, announced her departure. PWD installed new auto read meters and scheduled a vac truck to clean a tank at WWT. A resident of Brokenstraw Township wants to connect to the Borough's sewer system. Council discussed surplus equipment bids and the use of remaining ARPA funds towards the North Main Street Pennvest loan. The Police Pension Committee suggested waiving member contributions for 2025. Council discussed the MMO Police Pension and the MMO Money Purchase Pension Plan. Resolution 7-2024 TAWC Match was tabled. Trick or Treating will be held on Thursday, October 31st from 6pm -- 8pm. Council went into executive session.

The council discussed and approved the removal/moving of three parking spaces to allow The Factory Bar and Grill access to their parking lot. They also discussed the status of a 2013 Ford SUV Police Interceptor and complaints about properties on East Main Street. Council appointed a new member to replace Mr. Todd Lake. The council discussed the contract required by Warren City for EMS services and ABM projects for upgrading the sewer treatment plant and water system. They also considered software upgrades and discussed budget item overages for employee training, PennDOT issues, budget meeting dates, and recognition for new and expanded businesses.
