The meeting included an oath of office for a newly appointed Council Member. Kristy Wallace, YPL Director, announced her departure. Council discussed a marijuana ordinance, YPD received a grant for software and printers in patrol cars. YVFD missed two EMS calls. PWD installed new auto read meters and scheduled a vac truck to clean a tank at WWT. A resident of Brokenstraw Township wants to connect to the Borough's sewer system. Council discussed surplus equipment bids and the use of remaining ARPA funds towards the North Main Street Pennvest loan. The Police Pension Committee suggested waiving member contributions for 2025. Council discussed the MMO Police Pension and the MMO Money Purchase Pension Plan. Resolution 7-2024 TAWC Match was tabled. Trick or Treating will be held on Thursday, October 31st from 6pm -- 8pm. Council went into executive session.
The council meeting addressed several key areas. A resident expressed concerns about the impact of losing Youngsville High School. The council discussed correspondence, including training courses, donation requests from the United Fund of Warren County, Warren County YMCA Swim Team Boosters, and Free Books for Kids Town. Reports were given by the Secretary/Treasurer, Manager, Recreation Committee, Junior Council, YPD, YVFD, and PWD. Old business included updates on the Pennvest project, acceptance of the 3-year contract for Chief Mineweaser, and the YVFD roof replacement. New business included ambulance service agreements, a Humane Society donation, training expense overage for CDL, construction code inspectors, a resolution for an LSA application for a bucket truck, and the YHS -- County Lease and Rezoning.
The council meeting included updates on various borough projects and initiatives. Discussions covered the Lonnie's property, the upcoming Wreaths Across America event, and the Christmas Walk, including potential sponsorships for new Christmas lights. FEMA and PEMA floodplain audits were mentioned, and a final budget meeting was scheduled. The YPD provided an updated ordinance for the Chief's duties, visited local Girl Scouts and Cub Scouts, and received an award for highway safety. PWD reported on winterizing BVSP, crack sealing, cold patching, repairs, and the demolition of The Fairmont, as well as water valve replacements and sewer line work. The Heart & Soul project shared ideas from a recent summit, focusing on downtown beautification. The Marijuana Ordinance was revised and passed. Resolutions for Water System and Waste Water Treatment LSA Grants were approved. An Ad Hoc committee was formed to work on a Skills Game License Ordinance. A personnel matter was discussed in an executive session.
The council discussed and approved the removal/moving of three parking spaces to allow The Factory Bar and Grill access to their parking lot. They also discussed the status of a 2013 Ford SUV Police Interceptor and complaints about properties on East Main Street. Council appointed a new member to replace Mr. Todd Lake. The council discussed the contract required by Warren City for EMS services and ABM projects for upgrading the sewer treatment plant and water system. They also considered software upgrades and discussed budget item overages for employee training, PennDOT issues, budget meeting dates, and recognition for new and expanded businesses.
The council discussed concerns about a lawn on College Street and provided updates on the Fairmont and Lonnie's properties. Kristy Wallace discussed the summer programs and events being coordinated by YPL. Renee Taylor sought support for the YHS Homecoming Committee. The council approved the purchase of new tasers for the YPD and discussed the ordinance for public use of marijuana. A proposal was made to incentivize YVFD volunteers for after-hours emergency calls. Updates were provided on the completion of BVSP and the playground, a water leak at Kwikfill, and light installations at Island Park. The council also discussed ABM's preliminary survey findings, codification updates, the employee handbook, Warren City bill, STMP, and blighted properties. They reviewed a software upgrade for CUSI and key points from the PSAB conference. An executive session was held.
