The Council meeting focused on a review of the Committee of Council Policy and Terms of Reference. Additionally, the Council reviewed structural transitions for the Sustainability Advisory Committee and the Waterloo Advisory Committee on Active Transportation, discussed student civic engagement opportunities, and deliberated on honorarium models for committee volunteers.

The council meeting included a territorial land acknowledgement and personal reflections on National Indigenous Peoples Day and culture camps. A delegation from the Cornerstone Association of Realtors presented research and policy recommendations regarding housing affordability, gentle density options such as additional residential units and multiplexes, zoning reforms, and parking requirements. The council discussed the integration of these housing initiatives into existing neighborhoods and referred the recommendations to staff for further review.
