The strategic plan for Emery County School District focuses on defining the educational experience for students and staff. Key areas include implementing the Emery Portrait of a Graduate, incorporating a Demographic & Facilities Use Study, determining Institutional Purpose Statements, aligning Program Outcomes with state and local standards, and developing organizational department strategic plans and initiatives. The plan aims to enhance academic outcomes, empower students to become engaged, resilient, critical thinkers, civically aware, effective communicators, hard workers, responsible young adults, and future-ready citizens.

The Board discussed student use of electronic devices, funding requests from student groups, strategic planning updates, and the USBA Leadership Academy. A construction update was presented for the Westland project, and the Early Learning Plan 2025-26 was reviewed. Policies were presented for both second and first readings, covering topics such as nepotism, online education, bullying, staff code of conduct, and student privacy. Reports were given by the Castle Dale Principal, Superintendent, and Business Administrator, covering topics such as student attendance, new teacher training, and financial reporting awards. A closed session was held to discuss the character, professional competence, or physical or mental health of an individual.

The Emery County School District Board of Education meeting included discussions on various topics such as the EHS Student Council activity stipend, student/group funding requests, recognitions of Academic All-state Recipients, and presentations from Westland Construction on the progress of Phase 3 of the Emery High construction project. A report was given on the District Comprehensive Guidance Program. The board approved the consent agenda items, a resolution to adopt final tax rates for the 2025 tax year, the final budget for fiscal year 2025, the tentative budget for fiscal year 2026, and FY26 compensation items. They also approved the Student Board Member Appointment, a request for instructor out-of-state travel, a FY25 LandTrust Plan Revision, and acknowledged the mental health screening data. Additionally, policies were reviewed and approved, and reports were given by the Superintendent, Business Administrator, and Board Committee members. A closed meeting was held to discuss collective bargaining.

The board meeting included discussions on strategic planning with Woolpert, focusing on demographic studies and future enrollment projections. Updates were provided on the construction progress of Phase 3, including classrooms and the soccer field. The board also reviewed Title IX laws and the district's compliance, with no filed complaints during the 24-25 school year. Additionally, there were discussions on adjusting the student council stipend and approving fall athletic schedules. The board approved several policies for first reading and discussed reports on public education governance, the Emery High building project, and committee activities. Public comments addressed housing construction pathways and student experiences.
