This document outlines strategic goals for the Lapeer County Intermediate School District. This Collective Action Plan for Michigan aims to significantly improve the provision of high-quality, equitable, and inclusive educational settings for preschool children with disabilities. It is structured around nine ideal features, including fostering inclusive mindsets, ensuring free and equitable access to early care, promoting collaborative teams, establishing supportive policies, cultivating authentic family partnerships, developing a cohesive training and support continuum, valuing the workforce, creating an aligned and fully funded system, and emphasizing collective responsibility. The plan seeks to challenge the current system, increase inclusion rates for children with disabilities, and ensure all children, ages birth through 5, have the foundation necessary for a successful life, with specific targets to increase inclusion rates to 30% by 2024 and 50% by 2026.

The implementation guide focuses on providing school teams in Michigan with a resource for implementing School-wide Positive Behavioral Interventions & Supports (PBIS). It emphasizes the importance of creating safe and effective schools through proactive, team-based frameworks. Key areas include universal interventions, targeted interventions, and intensive individualized interventions, all aimed at preventing problem behavior and promoting pro-social skills. The guide also addresses the sustainability of PBIS programs and the role of classroom interventions in supporting overall school-wide efforts.

The strategic plan outlines goals for LCISD, focusing on providing educational leadership and promoting student achievement. It emphasizes facilitating collaboration among local schools and agencies for cost-effective programs, career preparation for students to gain employable skills, and support for students with disabilities and those at-risk. Additionally, it aims for fiscal responsibility and developing a facility plan to meet the long-range needs of students.

The meeting included presentations from Digital Media Arts students on their BPA State Leadership Conference project and from the Teacher of the Cognitively Impaired on Independence. The Board approved accounts payable, student trips to leadership camps and conferences, personnel employment, and wage adjustments. They also approved out-of-state travel requests for staff to attend conferences, settlement agreements regarding CTE and Special Education Calendars, and the purchase of video production and editing equipment. Revisions to several policies were approved. The Superintendent provided updates on the Advisory Committee dinner, Special Education, Instructional Aide positions, a mental health services grant, inclement weather status, and the Governor's State of the State Address. A MiSEN update and a personnel update were also given.
