The North East Texas Regional Water Planning Group (NETRWPG) met to address several critical agenda items. Key discussions and actions included the election of Officers for Regional Water Planning Group D and appointments to the Executive Committee and liaisons. The group considered authorizing the interregional working group to modify the schedule and seek external funding for the Marvin Nichols impact study as defined in the mediated agreement with Region C. Furthermore, the group discussed authorizing necessary steps to procure a technical consultant for the seventh cycle of regional water planning, which involves developing a Request for Proposals. Actions were also considered regarding the certification of administrative expenses for reimbursement from the Texas Water Development Board (TWDB). Information was also presented regarding updates for the 2031 Regional Water Plans contracting schedule and financial assistance workshops.

The agenda for the meeting included several key items. Under Consent Agenda Items, discussions included the minutes from the January 28, 2026 meeting and possible action regarding the review and update of Riverbend's Drought Contingency Plan. Reports covered potential activities with the Sulphur River Basin Authority and TexAmericas Center, and ArTex-REDI. Items for individual consideration included approval of the first quarter financials for FY 2026, approval of the first quarter investment report for FY 2026, authorization for the Executive Director/CEO to execute agreements for annual renewal of risk management insurance (TWA Risk Management Fund), authorization for the Executive Director/CEO to act as the administrative agent for a water project impact study concerning a conflict between Regions C and D Initially Prepared Water Plans, authorization for the President of the Board to execute an amendment to the Executive Director/CEO's employment contract regarding auto-renewal, and authorization for the Executive Director/CEO to negotiate and execute an agreement with legal counsel for representation in a potential action related to PFAS contamination.

The agenda for this meeting covered several key areas, beginning with regional entity reports on activities with the Sulphur River Basin Authority, TexAmericas Center, and REDI. Items for individual consideration included the discussion and possible approval of resolutions for the fourth quarter FY 2025 financials, the fourth quarter FY 2025 Investment Report, and the FY 2025 Annual Audit performed by Wilf and Henderson, P.C. Furthermore, the Board considered authorizing the Executive Director/CEO to negotiate and execute the purchase or acquisition of land necessary for the completion of the Industrial Wastewater Facility.

Approval of the FY 2022 Annual Audit performed by Wilf & Henderson, P.C. The audit represents the financial statements, management discussion and analysis, and management representations in accordance with applicable laws and regulations.

The North East Texas Regional Water Planning Group (NETRWPG) will convene to discuss several key items. These include a presentation on the Marvin Nichols Reservoir Project by the Region D Technical Consultant, with comments from Region C and Region D WPG. The group will also discuss a Region D letter responding to the TWDB Draft Marvin Nichols Reservoir Project Feasibility Review public comment period. The meeting will also include a regional planning update, a review of the DRAFT 2026 Region D Plan Material, and a discussion on the impacts of the Regional Water Plan, specifically focusing on the impacts of the Marvin Nichols Reservoir strategy.
