This document is a consulting proposal from Experience Management Institute (EXMI) to Groveport Madison Schools for Strategic Planning Facilitation Services. It outlines a four-phase process based on the Hoshin Kanri Planning methodology, including Empathize (stakeholder engagement and analysis), Envision (defining vision, mission, values, and goals), Experiment (refining the plan and selecting KPIs), and Launch (monitoring and communication). The goal is to develop an innovative, human-centered strategic plan with system-wide ownership for the school district.

The meeting commenced with approval of the agenda and a motion to modify the executive session agenda item regarding employee investigation. Presentations included recognition for the Ohio Model United Nations team, which achieved high rankings and won an essay contest, and the E-Sports Team, which won the State Championship for FORTNITE and qualified for the National tournament. The Facilities Committee reported on roof repairs and radon testing results, noting that asbestos testing is in compliance. The consent agenda included approvals for Special Education Contracts, Payment-In-Lieu Transportation Reimbursement for the 2025-2026 school year, and two field trips (GMHS Health Science and GMHS Track Team). Business in the Superintendent's agenda included the approval of Certificated and Non-Certificated Personnel Items, a discussion about scheduling a Special Meeting for March 18th, and a first read of policies including details on religious accommodation and expense reimbursements. The Treasurer's agenda involved approving resolutions to file complaints against real property valuations for tax year 2025 and approving a donation.

The proceedings covered the beginning of a Special Meeting followed by a Regular Meeting. Key agenda items included the approval of the agenda for both sessions, with a modification to place the executive session after public participation. The board entered executive session to consider matters related to public employee employment, promotion, and compensation, citing relevant Ohio Revised Code sections. During public participation, two individuals addressed the board regarding the student voice and parent voice committees, expressing concerns about their status and the district's engagement with parents and students, particularly concerning special education IEP support. Following public participation, the board addressed the approval of minutes from previous meetings (February 3rd Special Meeting, February 3rd Regular Meeting, and February 10th Regular Meeting). The board then entered a second executive session concerning confidential matters, including matters required to be kept confidential by federal or state law, and further discussion related to employment and promotion of a public employee or official. Later discussions mentioned transitioning support services for students attending the high school for the blind and high school for the deaf.

The meeting commenced with the Pledge of Allegiance and the approval of the agenda, including an addition to the Executive Session regarding the consideration of public employee appointments. During Public Participation, stakeholders expressed concerns regarding committee structures, recent unproductive work sessions, and retention issues among administrators, emphasizing the need for board unity. Following public input, the board approved extending speaking time for participants. The board approved the minutes from the February 3, 2026 Special Meeting, February 3, 2026 Regular Meeting, and February 10, 2026 Regular Meeting, although one member abstained from the vote. The board entered and later reconvened from an executive session concerning confidential matters and personnel issues. Consent Agenda items, including the approval of Special Education Contracts, an agreement with the University of New England, the 2026-2027 Eastland-Fairfield Satellite Agreements, the Program of Studies, and personnel items, were approved. In Old Business, several board policy reviews (BBA, BBAA, BBF, BBF-E, BBG) failed on the second read, and a motion regarding Standing Authorizations also failed. A resolution establishing Board Committees and Planning Framework, including Parent Voice and Student Voice committees, was initially postponed, but a subsequent motion to approve it received no vote as it was noted as postponed. Initial assignments for Parent Voice and Student Voice committees were discussed. The Treasurer's Agenda included the approval of the Student Wellness and Success Funding Plan and the 2026 CCIP Grant Allocations. The meeting adjourned at 9:09 PM.

The agenda for the special meeting was approved. The meeting included a procedural call to order, pledge of allegiance, and roll call. The board entered executive session to consider the appointment, employment, dismissal, promotion, demotion, or compensation of a public employee or official, and to conduct or review negotiations concerning compensation or terms of employment for public employees. The board subsequently reconvened into open session before adjourning.
