The Specific Plan for Lithium Valley, developed by Imperial County, aims to transform the Imperial Valley into a strategic hub for renewable energy, mineral recovery (including lithium extraction), manufacturing, and logistics across 51,662 acres adjacent to the Salton Sea. The plan establishes new land use and zoning regulations to support mineral recovery and geothermal energy industries, driving energy independence and critical mineral supply. Its pillars include renewable energy leadership, environmental justice, job creation, and environmental stewardship, with a focus on infrastructure development and community engagement. The plan outlines development phases starting in 2026, detailed land use designations, and strategies for transportation, essential infrastructure, and community prosperity.
This Water Supply Assessment (WSA) for the Lithium Valley Specific Plan (LVSP) evaluates the sufficiency of water supplies for a 30-year buildout period. The plan facilitates the transition of land use from agriculture to renewable energy and mineral recovery industries within Imperial County. It details projected water demands under normal, single-dry, and multiple-dry year conditions, emphasizing water recycling initiatives and potential supply augmentation from the Imperial Irrigation District (IID). The assessment concludes that water demands will be met, contingent on policy adjustments and continued conservation efforts.
The budget includes adjustments to property taxes, unclaimed revenue, supplemental cost reimbursement, and state-mandated cost revenue. Augmentations were made for various departments, including the District Attorney, Probation, Sheriff-Coroner, and Public Administrator, to address staffing and operational needs. The Board of Supervisors recommended additional augmentations during budget hearings, particularly for Fire Protection and the Sheriff-Coroner, to cover expenses such as emergency clothing, equipment maintenance, fuel, and food. These augmentations are balanced through the use of carryover fund balance.
