The Board meeting addressed several key administrative and legislative actions. Items approved included Resolution No. 2026-75 approving Abstract of Claims #3A for $2,316,911.26. Proclamations were adopted for National Public Health Week, Child Abuse Prevention Month, Fair Housing Month, and Donate Life Month, all for April 2026. The Board also resolved to support Operation Green Light for Active Military Service Members Transitioning to Civilian Life. Several appointments were confirmed, including Alexander Pierce as Environmental Management Council Chairperson and Patricia Hillyard to the Planning Board. Resolutions authorized contracts for various services, including supplemental staffing for the Center for Nursing and Rehabilitation, mental health and related services for the Department of Health, Personal Emergency Response System services, annual bids for Highway Department materials and equipment rentals, and a substantial engineering/design contract for the County Road 84 rehabilitation project. Actions were taken regarding the rescinding of previous resolutions related to the Vacant Rental Grant Program. Further resolutions authorized budget amendments for the Department of Health, Highway, and Sheriff's Office; amendments to the 2026 Salary Schedule for the Conflict Defender, Department of Health, and Department of Social Services; and purchases for the Office for the Aging and Highway Department equipment. Finally, the Board authorized tower lease agreements and approved a grant award contract for the Sheriff's Office related to communications infrastructure strengthening.

The meeting included two public hearings. The first concerned a local law authorizing the lease or sale of county real property without public advertisement or competitive bidding, allowing for privately negotiated transactions subject to Board approval. The second public hearing addressed the closeout of Community Development Block Grant contracts related to economic development projects involving CB Hasler LLC/Solitude Brewing Company and A&J Hospitality Ventures LLC/Big Tree Inn, both of which exceeded hiring targets. The Board also introduced a proposed local law extending the existing Livingston County Guest Room Occupancy Tax for three years, beginning April 1, 2026. The Human Services Committee addressed several action items. Key discussions included authorizing a professional services contract with Doyle Security Systems, Inc. for Personal Emergency Response System (PERS) services, necessitated by the termination of a previous program, and authorizing the purchase of two 2026 Chrysler Pacifica minivans for the Office for the Aging. The committee also approved a supplemental staffing contract for the Center for Nursing and Rehabilitation and authorized amendments to the 2026 Salary Schedule for the Department of Health (creating one full-time Clinical Aide position) and the Department of Social Services (creating one full-time Senior Account Clerk position). Furthermore, resolutions were passed proclaiming April 2026 as National Public Health Week and Child Abuse Prevention Month, and April 2026 as Fair Housing Month. The Department of Health action items also included authorizing contracts with CASA-Trinity, Inc., Dianne Whitmore, Goodwill of the Finger Lakes, and NYSARC, Inc. for various mental health and support services. The committee also supported a resolution declaring Livingston County a Green Light for Military Service County during a specified period to honor transitioning active military members.

The Ways and Means Committee addressed several personnel matters, including creating new positions for the Department of Health (Clinical Aide), the Department of Social Services (Senior Account Clerk for succession planning), and the Conflict Defender office (Mitigation Specialist, funded by settlement monies and a grant). Key purchasing actions involved authorizing the acquisition of two 2026 Chrysler Pacifica Minivans for the Office for the Aging and one 2026 Volvo Hydraulic Excavator for the Highway Department. The committee adopted revisions to several employment policies, including the Equal Employment Opportunity Policy and Sexual Harassment Policy. The Board of Supervisors approved the Abstract of Claims #3A for March 9, 2026, authorized budget amendments for the Department of Health, Highway, and Sheriff's Office, and approved fund transfers for the Department of Health. The Sheriff's Office rescinded the surplus declaration for a 2012 Chevrolet Tahoe so it can be used for K9 training. The Committee also discussed property tax status, pending Foreclosure Notices, and compliance officer reports.

The Public Services Committee meeting involved numerous action items across several departments. The Sheriff's Office received authorization for a three-year professional services contract with Western New York Radio Services for public safety radio system maintenance. The Public Defender's Office sought amendments to the 2026 salary schedule to create a full-time Investigator position, funded by a grant, and to set a pay rate for a potential part-time investigator. The Planning Department awarded bids for the ConnectALL Municipal Infrastructure Program labor in Service Area 4 to Eternal Technology, Inc., and awarded the material bid to Millennium; they also authorized contracts with LaBella Associates, D.P.C. for engineering services related to fiber attachment make-ready work for both Avangrid (NYSEG) and National Grid. Appointments were made to the Land Bank Board and the Planning Board. The committee also approved a contract amendment with C&S Engineers, Inc. to expand the scope and cost for the Murray Hill campus water system study. The Highway Department sought approval and appropriation for federal-aid projects concerning culvert replacement on County Road 26 and rehabilitation on County Road 84, alongside amending an expenditure amount for snow and ice control services with the NYSDOT, and proposing the creation of a Highway Administrative Manager position for succession planning. Central Services awarded the bid for the Government Center Roof Replacement to RMG Custom Metal, LLC. The County Historian established a new lecture fee of $50.00 for closed-group events. The Office of Emergency Management was authorized to sign a contract with EM1 Technologies, Inc. for an Emergency Plan AI Platform. Finally, appointments were made to the Livingston County Soil and Water Conservation District Board of Directors. The committee convened in Executive Session to discuss employment history, taking no action.
