The discussion centered on geotechnical reports indicating a high seasonal water table that prevented compliance with stormwater treatment requirements for permeable pavement or bioretention. The Board deliberated on four specific criteria for the variance, including unnecessary hardship, conditions peculiar to the property, the source of the hardship, and consistency with the ordinance's intent regarding public safety.
