State Pension Review Board Strategic Plan 2027-2031
This strategic plan outlines the direction for the State Pension Review Board from 2027 to 2031. Its core mission is to ensure that Texas public retirement systems are actuarially sound, equitably managed, and fiscally responsible, while expanding the knowledge of stakeholders. The plan focuses on four main goals: maintaining actuarial soundness for public retirement systems, educating trustees and administrators on pension concepts, providing comprehensive information and technical assistance to stakeholders, and monitoring compliance with reporting and education requirements.
The Education Committee meeting focused on an overview of potential statutory and nonstatutory changes to the Minimum Educational Training program intended to improve compliance. Key discussion topics included authorizing retirement systems to create internal education policies, requirements for trustees to complete training before serving, and potential consequences for noncompliant trustees. Additionally, the committee discussed promoting individual course approval applications and the potential publication of lists of noncompliant individuals on the organization website, along with reviewing stakeholder feedback gathered during a prior session.
