The meeting was convened for the purpose of voting to hold an executive session immediately following. The primary agenda item for discussion involved Personnel matters, specifically Position Assignments and Evaluation Consideration, during which administrative appointments were presented and the Superintendent's mid-year evaluation was reviewed and discussed by the Board members.

The agenda for the Regular School Board Meeting included administrative and supervisory appointments, and consent items covering minutes from previous public hearings and meetings, as well as a summary of receipts and check registers. Old Business focused on an update regarding Controlled Entrances Funding Options. New Business items were extensive, covering the approval of a contract aggregate exceeding $75,000 with Gordon Flesch Company, Inc. for copier leases, proposals for new high school band courses, the adoption of instructional materials for K-5 mathematics, reports on annual school safety law requirements and official third Friday enrollment, and significant budget actions including changes to the 2024-2025 budget and formal adoption of the 2025-2026 Budget. Several resolutions were also scheduled for recognition (American Education Week, Native American Heritage Month, and Veterans Day).

The meeting commenced with the Pledge of Allegiance, Roll Call, and remarks from the Student Ambassador, Rachel Van Hoof. Following the Superintendent's Report and public comments, discussions took place regarding Other Post-Employment Benefits (OPEB) and the Administrative, Supervisory & Technical (AST) Employee Group, with action deferred to the December 9, 2025 meeting. A significant action taken was the approval to transition Harborside Academy from a district instrumentality charter school to a District School of Choice, effective January 26, 2026. Additionally, the Board approved the continuation of the Community Liaison Agreement with the Kenosha County Department of Human Services (DCFS) for the period of January 1, 2026, to June 30, 2027, and approved Resolution No. 458, requesting Bipartisan Support.

The Special School Board Meeting agenda included a review of items for the subsequent Regular School Board Meeting, focusing on 2025-2026 base wage increases for Administrative, Supervisory and Technical (AST) employees and Non-Full-Time Equivalent (FTE) Hourly Wage Employees, revisions to Policy and Rule 5534.1 concerning Anaphylaxis, approval of transportation provisions for the 2025-2026 school year, funding options for controlled entrances, and approval of a Memorandum of Understanding with the Boys & Girls Club of Kenosha for the Gang Prevention Education Program. The agenda also covered the conveyance of the 68th Avenue Indian Trail Outlot property and discussion on the Annual Restraint and Seclusion Report for 2024-2025. Discussion items included Policy 8850 regarding School Board Committees, the Harborside Academy transition, and Prep Time discussion.
