This document outlines the adoption of Belton Independent School District's Vision, Mission, Values & Beliefs, and Strategic Objectives. The Vision is 'Inspiring Dreams. Empowering Futures.' and the Mission is to 'Empower each and every learner to pursue their dreams and enrich their communities.' The strategic plan is structured around four core priorities: Students, Staff, Community, and Financial Management. Key objectives include accelerating student academic achievement, increasing advanced credentials, ensuring safe learning environments, and providing innovative learning options for students. For staff, the plan focuses on strengthening recruitment, improving retention, and providing continuous professional development. Community objectives aim to foster local partnerships, ensure clear communication, and build a service-oriented environment. Financial management objectives include aligning capital planning, prioritizing fiscal resources, and ensuring long-term financial sustainability for the district.

This strategic plan, titled 'Destination 2031', aims to empower every learner to pursue their dreams and enrich their communities. It focuses on four core priorities: ensuring exceptional learning experiences for students, attracting and retaining exceptional educators and staff, growing meaningful engagement and partnerships with the community, and maximizing student experiences through transparent, strategic, and sustainable fiscal management. The plan is driven by beliefs in trust, empowerment, adaptability, community, and high expectations.

The committee discussed several policy items, including a framework for naming school facilities, and reviewed first readings for revisions regarding board policies, employment requirements, and vacation and holiday procedures for employees. Additionally, the committee reviewed policies related to the superintendent evaluation process, specifically addressing how to handle student performance metrics given the impact of the COVID-19 pandemic.

The board meeting agenda covered critical updates, including a bond sale, bond projects, a compensation survey, and the 2019-2020 budget. Key administrative items included administering oaths of office, board reorganization, and various student and community recognitions. The board addressed procurement and operational items such as technology device purchases, teacher computer replacements, library books, furniture replacement, and the extension of a depository contract. The board also reviewed bids for school nutrition equipment and moving services, discussed the Leon Heights Elementary roof project, selected a construction delivery method for a high school addition, and evaluated employment of administrative staff.

The Board workshop centered on two primary discussion topics: the development of values and belief statements to guide the district's future, and the Journey of a Graduate initiative. For the values and beliefs, the Board explored themes such as student-centered learning, innovation, continuous improvement, and community engagement. Regarding the Journey of a Graduate, members discussed the vital competencies required for student success, reflected on the district's purpose, and engaged in dialogue about how these initiatives will be integrated into the strategic plan with projected benchmarks for future assessment.
