This Community Revitalization Plan for the City of Belfast aims to generate economic development and new investment across two key focus areas. The City Council conducted a second reading and public hearing regarding proposed ordinance amendments aimed at increasing multi-family housing opportunities. Key discussion topics included revisions to zoning districts such as General Purpose B and Searsport Avenue Waterfront, specific density and dimensional standard changes for residential and non-residential uses, and the introduction of new performance standards for subsurface wastewater systems and parking. Future planning steps for the city's rural areas were also reviewed.

The workshop focused on proposed zoning amendments aimed at creating new housing construction options in Belfast. Key discussions included the creation and elimination of various zoning districts located outside the Route 1 Bypass, along with adjustments to the Airport Growth zone and Searsport Avenue Commercial zone. The boards further examined potential zoning ordinance amendments to support increased housing opportunities in areas located inside and near the bypass.
